In a large bowl, combine ground beef, panko breadcrumbs, egg, seasoned salt, onion powder, garlic powder, Worcestershire sauce, and ½ cup of ketchup. Mix gently until well incorporated (do not overmix).
Divide the mixture in half and form two small loaves that will fit in your Instant Pot mini loaf pans.
Add 1.5 cups of water to the Instant Pot, then place the trivet inside. Set the mini loaf pans on the trivet.
Seal the Instant Pot lid and set the vent to the sealing position. Cook on high pressure for 25 minutes.
Once cooking is complete, do a quick release of the pressure. Carefully remove the mini loaf pans from the Instant Pot.
Preheat your oven’s broiler. Pour out any drippings from the pans and spread the remaining ¼ cup of ketchup on top of the meatloafs.
Place the pans under the broiler for 5 minutes, or until the ketchup caramelizes and turns golden.
Allow the meatloaf to rest for 5 minutes before removing from the pans and slicing.
