Preheat oven to 375°F (190°C).
Mix flour and paprika in a bowl.
Coat chicken thighs in the mixture and place in a greased baking dish.
Sprinkle thighs with salt and pepper.
In another bowl, whisk together honey, soy sauce, and garlic.
Pour sauce over chicken, turning pieces to coat well.
Sprinkle with red pepper flakes if using.
Cover dish with foil and bake for 30 minutes.
Remove foil and bake an additional 15 minutes until chicken is golden and cooked through (165°F internal temperature).
Let rest 5 minutes before serving with rice or vegetables.
